Nope. Lots of engines built here in tge states with no emissions ship to orther countries or used by our government.(they are exempt)
 
No. South Africa is still getting tier 2 machines as were Russia and Ukraine when machines were still being shipped there.

Australia is currently switching to either tier 4B or Stage 5, not sure which. They were still at Tier 2.

Some US delivered units are now Stage 5, the same as European even though it is not required here yet.

And below 27 HP, or above 700 HP have different rules in the US.
 
It depends on the country. The term in the industry is less regulated country (LRC) to categorize the countries that have less stringent emissions laws compared to the US, Canada, the European Union, and some other countries. The machines built in the US to LRC-spec are typically equivalent to EPA Tier 2. The list of who gets LRC machines changes over time as more countries adopt US/European standards. For example, machines being imported into China are now required to meet emissions standards even more stringent than the US.
 
I work for a new car dealership. The powertrain control modules still have options for using leaded gas and no catalytic converters. There are several countries that use those options. I would imagine the ag and industrial machine worlds are similar.
