Restoring painted plastic on tractor hood

I think you would have to sand most of it off then start over for it to work well. Not a paint guy so worth just what you paid for it.
 
If not cracked you could go over it with polishing compound and buffer with foam pad . Then coat with some wax to seal it.

Or wet sand with 1000 grit paper then clear coat.

Or wet sand with 600 grit paper and shoot a color coat on it.
 

Sometimes, the color is added to the plastic as it is being molded.

I repainted some plastic dirt bike fenders and also the gas tank. Looked really good for awhile but then it slowly all just flaked off.

Plastic flexes. Paint does not.
 
Like said before it maybe the color of the plastic. . I am not a paint guy and my one old friend thqat did the painting is dead , so can't ask him. If it was me i would go to and auto body paint and supply house (IF ya can find one now days) . last time i needed automotive pain i had to go 54 miles to find one . Where as years back all it was was a mile drive from the house . I was after matching colors on old Detiz (sp) lanterns as i had like 20 to restore and get working for my one daughters wedding . So i went down with one of them and they mixed up a org color with a pant blend for heat , fixed me up with the proper thinner for the temp range i was working in handed me a stack for paint strainers and a fist full of stur sticks . With the advice they gave me when i was done it looked like a pro did them . just a small Maw and Paw auto paint and supply place .
