Had a chance today to pull it into the shop and take a look at the turbo to start diagnosing the oil loss and power loss. Upon pulling the inlet pipe from the air filter, it's clean and dry on that side, but the impeller shaft will shake all around a good 1/8 inch plus. I haven't been any farther yet on that side. It is also slowly dripping what appears and smells to be engine oil from the injection pump throttle shaft. There is no trace of a fuel smell whatsoever from the wetness. Did these tractors have provisions for engine oil to lube the injection pump ? If so this is definitely a new one on me.
 
Turbo shaft should NOT move that much, sounds like it is history. The Cummins 8.3 injection pumps have the lube oil coming into the FRONT of the pump housing, just above the mounting flange so no external oil feed line is needed. Bosch A, MW, P size, and Denso NP 9 inline pumps all have been used.
 
IMO, if if you can't see the intake and ex impeller rubbing/scuffing housing the turbo is good.

I had the same gut feeling on the turbo before going into this project that it may be toast.This will also be a new one on me then...pulling an injection pump on account of an engine oil leak. I'm used to the Stanadyne type pumps like found on the four cylinder Deere engines and such.
 
Turbo end play should be less than .010 inch, and when radial clearance allows the fins to contact the housing it's toast. Look closely at the intake fan wheel, it will have some fin metal rolled over if it's been making contact with the compressor housing due to excessive shaft/bearing clearance. A dyno test with a boost gage on the intake is the best way to check the turbo on engine, 12/14 PSI on non intercooled diesels is common. Intercooled diesels will run 15/20 PSI or higher intake manifold pressure.
 
Once it starts rubbing and making marks its usually too late before major failure and damage to other things.
 
I did look closely at the turbo fins today. They are just before scrubbing the housing when the shaft is wiggled. Definitely out of the .010 specs you have given.
