Those were used mostly after the roads /streets were plowed open then the windrow was loaded that way onto trucks and hauled off. Some towns/cities used loaders I've seen those loaders with the truck backing along under the elevator in other places. Benton Harbor used to have one setting on an empty lot probably for sale 25 years ago.

I have seen them used by our county highway department to remove the material from road when they open the ditches.

Handiest thing ever. I used to drive my City Utilities truck up to the nearest snow-removal equipment, after a big snow
storm, say Fill 'er up! and get enough weight to drive for a few days. Worked great.,
