looks like the spring should be on the lower part of the axel , don't think ih ever had anything like that in the Us market.
 
Just thinking through the spring placement. Whenever I see something like this I ask why. Extension and compression springs are equal in affect within their load capacity. If you go beyond capacity the extension spring will break (disadvantage) while a compression spring would simply bottom out (advantage). The spindle is a sure stop on travel so it can't over extend and break. Advantage to the extension spring in this application is that it allows suspension travel without elevating the axle. My thought process.

The Brush, the Decauville, and the Szizaire-Naudin Automobiles
all used telescoping front spindles.
I kind of remember some comments about them not being very good except for really light cars.

It seems that for a time, German built
tractors favored springed front axles.
