Photo shopped or something as it doesn't look right, blade is below the tracks, tiny cylinder for the blade, push arms are to the top of the blade. just odd to me.
 
Hopefully it is parked on planks so it isn't frozen to the ground, why the blade is lower. Of course that better not be on the ground either. Lift cylinder looks typical. That arm you see is just a brace for the blade as in picture. Just my two cents, could be wrong.

If it will start like the 3406's in my semis have it would probably start with a flick of the switch. Tires work better than wood under the tracks for not freezing down in winter. Lap them about half if just light tires or beside each other if heavy tires. then a couple under the blade or bucket.
