Yep. Many years ago our karate teacher would not let us compete in competitions. He said those other teams would kill anybody for a 25 cent trophy, not worth it.
 
Grew up in the rice fields with all steel wheels...D,R,WD9,LA,660 & even a 820, 830. First
rubber tire I ran was a 4020. Still have a '51 & '53 R, '45 & '49 D on rubber. By the way,
saying they were never ordered depends where you are. Never saw rubber on a R in the 50's in
rice country. 5th gear slot was welded from the factory so it could not be used.
 
If the hitch point is outside of the rear wheel radius it will not go over backwards. As the hitch point goes down pretty soon it will be pulled back. The ground contact point is the fulcrum and the load (hitch point) can't be pulled forward which it would have to be if the tractor was to go over.

I've been to several tractor pulls that allowed pulling with steel. They're just for fun pulls. The same pulls allowed the big Steam Traction Engines to pull. They could pull the sled for miles with out any issue.
