What am I forgetting? I have battery current to the input side of the ignition coil, nothing on the distributor side or to points. New coil.

Are the points open? If they are closed, electricity follows the path of least resistance which should be through the points, not through your test light or meter, so you won't see battery voltage.
 
Try taking the wire from the coil to the distributor off of the coil, then see if you have voltage at the - terminal. If not, the coil is open internally.

If you do have voltage, check the wire to the distributor with the points open. Check for a short to ground, shorted to ground condenser, or improperly connected points shorted to ground.
 
Are you using a test light/meter,or just looking for spark at the points? A test light will show fire through the coil. You may have a bad crimp on the coil connector,or the wire may be shorting out where it comes into the base of the distributor. Just thoughts.
 
Take the wire off the coil that goes to the points. Check again. If you have power on the coil now, you are losing it to ground between there and the points. On a Delco distribuitor, the insulating block where the coil wire connects on the distribuitor is probably shorting out.

If you don't have power at the coil after you take the wire off, you need to check the coil with an ohm meter. It is rare for a new coil to be bad, but not unheard of.
 
Zero volts on the distributor side of the coil is NORMAL, assuming the points are CLOSED. If you have no voltage with the points OPEN, then you have a problem. Possibilities include a bad coil, shorted condenser, or a short between the wire from the coil to the distributor and ground. Disconnect the wire between the coil and distributor and you should see battery voltage on both sides of the coil.
 
With Ignition on tractor setting there not running the points are typically closed THERE SHOULD BE NO VOLTAGE on the coils output....The closed points takes that to ground.

With ignition on tractor engine slowly rotated a test light on coils output (to distributors points) should flash ON (when points open) and OFF (when points closed).
