Bought a Cub yesterday, this was on the floor pan, seller said it went with it?? Nothing I've ever seen?? What is it? Not cub for sure!

It is a sheet metal hole punch (about 5/16 diameter. We cant see the bottom die holder to assess if there is a corresponding die for the punch. The punch is forced downwards toward the die by a screw thread in the area under the handle socket. this probably could handle 12 gauge mild steel sheet, maybe 14ga.
The bolt heads next to the punch are a stripper that pushes the punched metal off of the punch head. Jim
 
If it has a die in the lower 1/2, and if it is not rusted tight, it could be worth 5 bucks to a metal fab shop, other than that just scrap. Jim
