Can the brake shaft on a Super M be removed without disassembly of the transmission?

Yes, just drain the oil.

If you mean the bull pinion gear the discs go on yes. That shaft is above oil level. Plate the inside disc contacts holds it in. After cover and brake parts are removed it has some pry slots kind of hard to see around the edge in spots or use a heavy slide hammer screwed into threads in end of bull pinion shaft. If asking about the shaft brake pedals mount on disregard above.
