I shot this pic at a stop light.

My memory is the greatest.
Did Barney hand out tickets for truchers using this type of chain binders?

Sad Barney was defunded.
 
Still legal. All it takes is a wrap of chain, a tie wrap, a piece of wire, or wrap of duct tape.. to keep them from popping loose.
 
notice the name on the mudflap, Melton Truck Lines. I remember them being out of Shreveport, La. The home of "the Running Rabbit". Their company logo was a running rabbit. Company headquarters is now Tulsa, Ok.
 
I keep hearing all these things are dangerous to use. It's a wonder anything ever got used before these new safer tools were invented. Those binders are only as dangerous as the guy using them. I used them for ever with no issues of being injured by them. Mans got to know his limitations.
 
Some of the better over center binders have a latch on the handle. They are so much faster to use than the ratchet style.
 
Hard to tell what kind of binders those are from the glare.

Are they just good old fashioned "boomers" or something else?

Nothing illegal about boomers.

I'm sure some old timer that got beaned by a boomer and doesn't like them started that rumor, and now it won't die.

I think the forest service, may not be at the Federal level, but at least some state forest and wildlife services and other groups/companies have banned them from use on their projects, but nothing illegal about them as far as DOT/FMCSA, as others have already posted. Banned from a project or illegal are different things.
