So PTfarmer pointed out the end cap so I took it off. I found it had so much build up so corroded inside it that the valve simply could not be pushed as far in as it should have been able to be pushed. I cleaned it out the best I could and then greased it up real good. While I have not fired up the tractor to double check it the valve does feel like it should and I can push the control both ways like it should be doing
