I've seen people live in worse housing,gotta love the good old days.But then again there are thousands (millions?) living in worse conditions on the streets in about every large city in the USA today.I'd take living in that place over SE DC hands down.

Child protection service wouldn't allow kids to live in a house like this. Kids would be sleeping in a government housing.

Now for the crazy part. We can't force a homeless adult to get help.
