Massey Perkins head gasket

Heres a strange one. My brother had to get the head rebuilt on his 1085 Massey with the 318 Perkins diesel. Gasket set from Massey came with a head gasket in which the holes for the head bolts are all too small to fit over the bolts. Numbers are supposed to be right but its a no fit. Not sure what he is going to do. Drill out the holes? Wait for Massey to come up with an alternative gasket?

It should fit as it is from a Massey (Agco) dealer right out of the parts book and yet the holes are too small. Searching on this site I see they list a couple of options including VPA4318.
 
I imagine just because Agco is selling it, they bought it from who knows who.
I bought a set from the machine shop who did engine work for me on a 3 cylinder Shibaura (Perkins/Cat). It was driving me nuts as
a piston was hitting something, but you could crank the engine by it. I had the head off a couple of times, and the rod which had
been reworked, machined again, to no avail. Finally, one morning, standing there taking a fresh look, I saw it. One dowel hole had
been drilled wrong in the head gasket. The gasket was shifted off to the side just enough so that end piston was hitting the fire
ring. Got a gasket from Cat, and that fixed it.
Also had a valve cover gasket for a Perkins 4.248 from an Agco/AC dealer which didn't fit. Got one from an Agco/MF dealer who was
also a Perkins dealer, and it fit.
