How adjust tongue on 490 disk?

I bought an International 490 disk last year. I now notice that when I hitch it to my 986, the tongue is too low.

It seems like I should be able to just turn the handle, turn the big screw to adjust it, but I can't move it.

Question: Is there a lock or something I need to release, before I can turn it?
Or do I just need to use more force, get a bigger wrench?

I see there are 2 pins to let me move the tongue up, maybe 3 inches, but when I tried to remove the pins, there is some pressure on them, so I probably should turn the screw first.

Don't overcomplicate it. The screw is seized. Probably hasn't been moved in years. Standard thread-freeing techniques apply, up to and including heat.

You adjust the hitch so the disc cuts level front to back, not so it tows level.
 
I'm with Barnyard. there is also probably a grease fitting on the threaded nut part and at the swivel point which has not been done in the last many years. I would coat the screw with some oil aqnd let set then try again with a new coat of oil. If you could gt either fitting to take some greaes you would probably be half way there to turning it. I grease ours each time I grease the disk. It has set out all of it's life and still turns freely. I just used it a couple weeks ago.
 
Pretty simple. No one adjusted that crank screw in decades, its full of dust and rust and need penetrating oil, force, maybe heat. Its frozen up.

Adjust the disk when it is in the ground and run several 100 feet, so the disk is level while in use.

Doesnt matter one bit how it looks when you hook it up and running down the road, you need to adjust when engaged in the dirt at the depth you intend to run it.

Many tractors have a close to standard hitch height, so be sure it needs adjusting before getting in too deep on busting the screw loose.... some tractors you can adjust the hitch height so something to consider there too......
