Probably a silly question to most, but the question was asked. What are those bent poles on top of the power lines?

there is nothing attached to them.
I thought they could be a support for pulleys when running additional wires.
 
I thought of that too. I've seen something similar that was for adding an additional wire, or changing one out, or taking one down. That way it could be worked on, at one pole at a time. But when I've seen those before, they were usually sticking out to the side. The fact that these are going up, kind of kept me from making that suggestion here. So, ... I'm as puzzled as the poster.

As for lightning rods, all they ever do around here, is put a ground wire running down the side of the pole, and no rod. Not sure that they even do that on every pole. I'm on the end of a line, and I know the end pole (also a transformer pole) has a ground wire on it. My meter pole does too. Not sure on the others.
 
OK ...... what's a shield wire GBS and how is it used? Like, what's it shielding and for what reason?
