What is this?

Just wondering what this is it has looks like screw on cap with pinched off metal tube.

As mentioned, that is the tach cable drive and what's left of the tach cable (threaded/pinched off) on what looks to be a IH D236/282 engine. Part #3 which is #371245R91 supercedes to #401830R92

Useless factoid, but a distributor from a 6-cylinder IH gas engine (C221, C263, C291, C301) fits right in there. Learned that from someone else on a forum who used the distributor to drive his tachometer. Even ran fake plug wires as I recall just to complete the illusion.
