Kubota tractor questions

My neighbor down the road has a Kubota L 295 DT. On this model the steering column goes through the fuel tank to the steering gear box. I know NOTHING about
Kubota tractors but the steering turns only to the right, when turning to the left the steering wheel just spins loose. I need trouble shooting ideas for him
and will he have to remove the fuel tank? There is a little space between the bottom of the tank and the top of the steering box. I hope this makes sense.
