2500b steering issues

I own a 2500b gas with a loader when the loader has a load on it the power steering is weak and there is a lot of chatter and noise from Mcv valve side. When there's no load on the tractor the steering functions but there is an awful lot of noise hydraulic related. The biggest issue is lack of power under load to the steering I am getting ready to investigate this but a few good directions on which way to head to troubleshoot what the problem might be would be helpful. I have changed fluids and filters already and there is no air lock issue. PTO works and the 3-point arms work. Also there is an issue with the brakes I have bled them but no luck. They worked minimally in the past but now we have no breaks whatsoever when they were working minimally you had to pump them up a few times to get them to stop at all. What way would I have to go to also troubleshoot that problem along with the steering problem?
 
Hi, if you don't have the service manuals they can be downloaded for free from the link below.
There is a complete section 10 of the service manual covers the hydraulic system including trouble shooting and symptoms and causes section.
Make sure you have no air leaks around the hydraulic filter housing. I assume you have plenty of oil in the hydraulic/trans/diff.
Re Power Steering, could be the Flow Divider is stuck in the bore in the MCV or the PS relief valve spring is broken.
The purpose of the flow divider is to split the 12 GPM output of the pump into 3 GPM for PS and 9 GPM for 3pt and remotes.
If the flow divider sticks in the bottom of the bore then too much oil will go to 3pt and not enough to PS and when stuck in the top of the bore then too much to PS and not enough to 3pt.

Re Brakes, could be leaking brake O-rings in axle or not enough hydraulic oil flow from the return side of the oil cooler which is related to poort oil flow to PS.
