Ford industrial engine

I bought a boom lift with the Ford LRG-425I engine in it for a project, the issue it has is the engine surges when started for a couple minutes then dies, when you first turn on the key the throttle plate cycles open close very fast then stops when it starts then it starts cycling the throttle butterfly again causing the surging, I replaced the throttle body because it had a missing tooth from the rapid cycling and the butterfly became stuck this unit also has in it the throttle position sensor but didn't help I pined the harnesses from sensors back to the ECM everything was good also checked the grounds. I think it's the ECM. Is it normal for the ECM to rapidly cycle the bitterly on the self test? I could understand that it could do a cycle to check parameters but what it's doing is odd. What do you guys think it might be. Thanks Bob

Not familiar with the machine at all, but assuming it probably has an electronic governor.

If it were a mechanical governor and a carburetor, I would blame the problem on being too lean.

Have you checked the fuel pressure?

fuel pressure is good, it is fuel injected so the governor is electronic, controlled by the ECM, I haven't checked the MAP sensor yet. this is also a duel fuel LP and gasoline

My quick search is this it.

Guess on the map with out a pix I did not look it up. If it has a engine vacuum to it and a 3 wire wiring harness Tee a vacuum gauge into it confirm 19" of vacuum at idle and steady.

KOEO back probe the connector (its always been the center wire for me ) it should be 157 HZ
KOER 104 HZ

Is it normal for the ECM to rapidly cycle the bitterly on the self test?

I would think so rapid are not I dunno. During a self test it switches all solenoids and relays on/off.
