7060 allis injector pump

my neighbor is having a problem with his 7060. if the tractor sits for over a month it wont start. you need to crack the lines at the injectors , crank it till you get fuel. the hand pump holds pressure even before you bleed the injectors. no visible leaks either. tractor runs fine once started and will start right up if used every couple days. pump going out? here are a couple pics

The injection pump has no fuel holding valves, those are in the hand primer. ANY leaks on the suction side will cause the trouble described. If there are ANY leaks on the injection pump that can cause trouble too. Suction side leaks are a challenge to correct as air gets in, but no fuel leaks at the suspect area. A one way Foot valve near the tank might help, I've done that on combine applications to help keep the inlet to injection pump full of fuel.
 
Corrected the problem on my friends 7060 by installing an electric pump. I was told this happens when the low pressure pump is going bad.
