Plastic gas tank

Wash thoroughly with Dawn or other grease-cutting dish liquid, rinse thoroughly (3 or 4 times) dry completely, and ship however you want.
 
I think I would rethink the Paint thinner for wasing out a tank to ship. Would smell about the same as a fuel tank and just as flammable.
 
YOUR best bet is take the tank there and ask about shipping and not listen to answers here as they will tell you how to ship if they even will. Thats what i do then do as they say and no surprises when i am ready to ship

When I clean propane tanks for welding yard art I fill with water and add just a little Clorox. The bleach kills the odor. Truth is that if you have filled tank with water there are not enough fumes remaining to be dangerous but the odor is disconcerting to some people so killing the odor with bleach works well.
 
When we had to fly chainsaws and fuel tanks inside of helicopters, we used something called 'Purge'. Don't remember where it came from or who made it, but it cleared all the gas and fumes out of the receptacle we were transporting.
 

I agree with your other methods of washing suggestion. However, you can use paint thinner (albeit one of the more costly ways), you would have to leave the cap open and let the fumes evaporate once completed. Paint thinner like rubbing alcohol will evaporate much faster than gas will. I would recommend Dawn dish soap with a strong soap to water ratio. Wash with Dawn several times, then rinse thoroughly with water and drain. Dawn is a mild degreaser and will remove the gas safely and effectively.
