54 Jubilee Number one and number four cylinder has 120 pounds. Two and three have each got respectively 60 seems kind of odd just a fluke of nature or something else going on internally thanks any input

Tecnically,
The NAAs were built for 2 years - 53 and 54.
But only the 53 tractors were badged as a Jubilee - Ford's 50th ie, Jubilee year.
 

As others have posted, it is not a fluke or odd. It is classic blown head gasket. 120 lbs is good, which tells you that there is not likely a need to go any deeper. You will want to get a "valve grind" gasket set, and get the head surfaced by a machine shop. They will want to do a valve job for you at the same time but unless something else shows up you shouldn't need one.
 
Unless the head, block or valves show dammage then I would not touch the valves doing anything except with a soft wire brush just to clean. I have but not on a tractor but car engine with a blown head gasket to outside garage did a valve job as well as replaced the gasket and as soon as it was done engine started drinking oil so bad I had to get rid of it. Only change the head gasket and rocker cover gasket and I cannot remember if any other gaskets would have to be replaced in pulling the head. My NAA left back in 1980. So cannot rember that. But with that compression it says the valves are seating good and do not need touched just to make more problims like I had when they did a valve grind they should not have done. Only reason to remove valves is if the head has gotten dammaged between the leaking cylinders that the head needs surfaces. 40+ years ag had a 2N blowing compression gas into radiator and just changed gasket and still running now yet with no valve problems. So I would not touch your valves to do anything with them except that slight clean.
