I have had a few similar to that but the upper tire turned a metal disc instead of another tire. The metal disc was below the deck and the
tire sat over an oval hole in the deck to make contact.
 
Tracy those were SIDE_WINDER, I sold a lot of them and most folks like them. They really gave no trouble, only drawback was early morning when things were wet sometimes they would slip. That one pictured looks like a homemade version.
 
I had an old mower that I scrapped because
I couldn't keep bearings in the gearbox.
That looks like an improvement to me:)
 
Some Snapped mowers and many brands of snowblowers use a solid rubber tire driving on a steel disk for a transmission. The tire moves in and out across the disk for different speeds and across the center foe reverse speeds.
