Two sizes on tires, why?

Need to replace the rusted out rims on my MF 135, but my tires are marked with two sizes:

14.9/24-13/24

Can't find any info on why two sizes would be shown? Below those it says "on W13 rim"

Is the second size the rim recommendation? I can't find any 13/24 rims, 535454M91 says it's for 13x24 or 14x24 tires:

They are just 6 bolt rims not power adjust.

What i always wondered about, what was the 15.5 made for, with the shorter sidewall, As far as traction i have seen some do as good as 14,9x38 and some not as good, so no clear cut advantage to them! But they are a tad cheaper, about5 years ago!
 
I have a couple of sets of Kelly Springfield 2000 Series I bought for my 2000 and 3000 Fords and the sidewall is marked 13.6x24
(on a 12 rim). I Have other tires on other tractors of the same size by different mfgrs and one is metric noted the other leaves off
the 12 rim and it sits a lot wider. I haven't measured but assume its on a 13 rim...Ford 3910.
 
I was told the 15.5-38 had the shorter side wall to match the height of the 13.6-38. Farmers wanting more tire/traction than the 13.6
provided could get the wider 15.5 without changing ground speed as you would with the 14.9-38. Sounded like a reasonable explanation for
the 15.5 to be shorter than the 14.9-38.

OK thanks. That chart says 14.9 needs a 13 rim but like I said in the original post I've done some searching online and I don't see 13 x 24 rims for sale anywhere, is it an odd size?

This says the 12 x 24 rim is for 13 x 24 tires so is that using the old tire sizing and it's good for the 14.9 x 24 tire?

I'm going to pull the rim before ordering anyway, do I just measure the old rim on the bead seat between the lips?

I had them on my 5000 Ford and a 13.6-38 tire just matched up for duals. Gave a wider tire without chainging ground speed.
 
The 12x24 rim will be fine. It's not unusual for farmers to have "upsized" the rear tires on their tractors by one size, using the original rims. 14.9x24 on a 12" rim would be very common.
