Welded together my broken lift arm with 7018 rods as barnyard engineer suggested then put it in the oven at 200 degrees and let cool slowly.used it today for 2 hrs so far so good
 
7018 is real likely to have worked well. 200 degrees C might work to normalize the heat affected zone, but 200F was just a nice day in the sun. Best of luck. Lower critical temp likely to be 800 F to change properties, Dark Grey in the chart. I require my students to temper and normalize medium carbon steel every semester. Jim
