Are these cultivators complete? Looking to purchase a pair for my 1948 John Deere B. What advice do you all have on these?

Cannot tell from that poor picture. You need the lift arms on the rockshaft, then the levers, the rod from the levers to the lifting pipr, then the lifting pipe then if quick tatch the 2 mounting brackets for each side, then the fronr mounting plate for the front end. Then the quick tatch sides have to match tractor along with the connections between each side and the brace rods, 2 each side for fromt and then complete gangs with the row fenders and that is just the front end but you can use just the front ganga if there are enough shanks to do it without rhe rear gangs that are to remove tire tracks and they can be just the one for each rear wheel with or without the one for center that you have to use if you do not have the 5 shanks under the belly of the tractor. The rear gangs may have spring trip shanks or spring shanks. If you go to the parts site then you can look at parts books to see what you need
 
If I can ,Ill go over to Robinson apple barn in Geneva oh on route 534 , he has on of the best units Ive ever seen. I dont see many letter series cultivators at shows so I dont know. Ill take some pictures and post gem to help you out, if I can .
Your photo blow up is not clear , but I say no I dont see the row shield for one.
 
In my opinion they are for an older Model A or B with hand lift, it doesn't appear they are complete.
 
It looks complete to me, but is likely a bit older than your tractor, as it is not the Quick tatch style. It should fit regardless.
 
This looks like a hand lift cultivator. I would definitely not want this. I used a hand lift cultivator for a half hour last summer. That was long enough. I was doing short garden rows and there was a lot of lifting up and drooping down. If your tractor has the rock shaft for cultivators, I would really be looking for the power lift type of cultivator. I believe the cultivator we have is an AB200. Its a power lift type and works great.
