9n Ford Governor

Hi I have a 1939 9N it takes off good in first, second and reverse gear but when I go to use third gear I have to give it 90% percent throttle and feather the clutch to get it move in third gear. I had the carb professionally rebuilt and it starts and idles great, was wondering if this sounds like a governor issue?
 
3rd gear is a high speed gear so not uncommon. Double check that you don't have a couple of plug wires on wrong which is also common but they still seem to run well when it happens
 
Easy test for the governor, engine off, dash lever set for fast, look at the carb, the throttle should be in the fully wide open position.

Running test, set the dash lever for full fast, manually push the throttle closed at the carb. When the engine comes down to idle speed, release the throttle. It should instantly spring wide open, then modulate down as the engine speed reaches full governed speed, about 2000 RPM.
 
PS: When you put the carb back on, did you adjust the high speed mixture?

With the engine up to operating temperature, everything adjusted and tuned properly, air cleaner serviced (including the wire mesh inside).

Have the engine at slow idle, suddenly open the throttle. The engine should accelerate smoothly without hesitation. If it balks, back the main jet adjustment out 1/4 turn. If it blows black smoke, turn it in 1/4 turn.

Keep repeating the test, you want it as lean as possible and still get good throttle response. A single puff of black smoke is desirable.
 
Does it have plenty of power, in the lower gears? Does it run smooth in the lower gears and not hesitate or
stumble when you add a load to the engine? When you do get it moving in high gear, does it have plenty of
power then? It is normal to have to slip the clutch taking off from a dead stop in high gear. Mark

The tractor has plenty of power in 1st and 2nd when pulling a double disc. When I do get it to take off in 3rd it goes along nice so I am guessing I may have to adjust the carb some more.
