Any ideas on what this California piece may be part of?

The guy who designed that flat belt pulley understood the
nature of cast iron. How it shrinks and deforms and stresses
the part while it solidifies and cools.
 
Ah. That explains long standing questions in my mind. The old stuff looked so fancy and had some flare to it. But thats actually a needed design, not just to look neat.

Good afternoon, Paul and others: I am sure I read somewhere, sometime, about spokes in a cast iron wheel needing to be sort of diagonal, not radial. When cooling after being cast, the whole thing shrinks, but radial spokes would pull things out of shape as they shrank. somebody has this in a book, maybe he will read this and post something.
