Seen at Walmart. What's the difference? Why is it not for road use?

I buy the 15/40 for all my tractors. Deep south, heavy oil is fine here.
 
Other than the straight 30 weight vs 15W/40 the main difference is seen in the label for the 15W/40.

The 15W/40 is for low emission diesels. It is low ash oil and is made for diesels with a particulate filter. Non low ash oil will more quickly plug up the particulate filter.

This is from the local VW dealer when asked about buying oil for my Jetta TDI which has a particulate filter.
 
Grandpa is correct in using diesel oil, and it shouldn't meet the emission standards because they reduced the zinc content in the modern oils and it will ruin the flat tappet cams in all the old engines prior to 1985.EPA claimed it was ruining the cat converters so that was why they needed to reduce the zinc? You can add a zinc additive also to the modern version to stop wear if you chose, Lucas makes one that comes to mind. I use Del Vac or Rotella oil in everything I have that is a flat tappet cam. The newer roller cams can use the low zinc modern oils with no problems.
 
Both of these jugs are diesel oil. Grandpa said he uses the 15W-40 oil. Does that one have the zinc additive?
 
I have been using 15-40 Delvac, on the N border of MN, but I don't use the tractors in cold weather, if I have to I have a block heater on the JD and a magnetic heater on the oil pan. I have been buying Delvac very reasonable after rebate, I don't expect the rebates to continue with crude at $80. I even put 15-40 Delvac in out Z-turn mower with a Briggs, the book says it's fine.
