Whatever it controls must have a precise action and low torque requirement. Large clock/timepiece ?

Instructional artpiece, for the few who are inspired by such, perhaps.
 
It is for expanding or contracting the stainless steel slides in a thing....but I have no idea what the THING is???? Looks like it is in a church?
