What this be?

A bunch of these strange looking bolts were in a box of stuff I bought at auction yesterday. What would they be used for? The auction was a liquidation of a place that repaired camper trailers. And yes, I know the thing with numbers is a yardstick.

Those are used on the galvanized steel straps to anchor mobile homes.
The strap goes into the slot. The bolt goes into the top bracket of the earth auger/anchor.

Well, being hex and also square on the one end, makes me think they are some sort of a multi-purpose bolt. Who knows for what, is anybody's guess.
They look like they have been further altered by being cut down the middle of bolt shaft. In photo, this looks like its been done with a band saw. Probably by whoever was using these bolts.
My guess as to use is, possible to bolt on metal sheeting where a seem with a lip came out to be where the mounting holes were.
