Yes, that is the Keystone Truck and Tractor museum in Colonial heights VA, just south of Richmond, and it certainly is open to the public. The picture shows about a third of it. I have been there twice, and it is worth planning a trip as your primary destination. Keith Jones, the owner is usually around is a pleasant guy to talk to.
