Rear tire question

I have two 9N's one is a 39 that has 28 inch rear rims and the other I believe is a 41? that has 24 inch rear rims. Can anyone explain why they have different diameter rims?

Also I need to replace the two with 24 inch rims that has 13x24's on it that failed. Can I replace that with 9.5x24's? I looking for a smaller tire than the 13
 
No idea why your tires are different sizes, but tractors often come equipped with different size tires for different purposes as optional equipment.

As far as 9.5x24, I would not go that small. First off the rim may be a bit too wide for them, and you will have issues seating the bead. Second off you will not be happy with them, as they are TINY compared to what you have or even the tires on the other 9N. You can safely go one size down. 13x24 is the old size and is 14.9x24 in the newer sizing. It's probably a size up from stock. You probably would not want to go any smaller than 12.4x24, which is a size down from stock.
 
Never heard of a 9N with 24 inch tires but have seen them with 28s and 32s. I have a set of 32 inch tires and rimes off a 9N
