Engine runs to fast, idle speed is fine ,but when throttle is barely moved the engine over speeds. Someone has replaced the gov. and carb. with after market stuff and the old carb and gov. are not to be had. I have had both carb. and gov. off and found nothing wrong. I once rebuilt a carb on a NAA, installed new throttle shaft that came with the kit and it acted the same way, put the old shaft back in and it ran like it was suppose to. Looking for others opinions/experience as to what may be a fix. I am not limited as to getting this to run right.

Rebuilt a carb once on a 2N that did that, ball on the throttle shaft where the governor rod attaches was too big. Put the old throttle shaft back and it worked fine.

Have not messed with an aftermarket governor, but have read where the yoke was installed backwards in some.

For sure governor problem.

Could be bad gov or link to the carb is adjusted wrong.

Disconnect the gov link from the carb, set the dash lever mid range. hold the carb at idle, start the engine.

Hold the disconnected link near the carb and slowly bring the RPM up. Feel and watch the disconnected link as it moves in the direction to push the throttle closed. Be sure to have the slack out of the linkage so you can feel the governor work. If it moves the link, note the location where it stops moving. Set the length so that position will have the carb lever pushed against the idle stop.

If no movement is detected from the governor, something is wrong with the governor. Be sure there is a spring between the dash lever linkage and the governor.

Theory of operation, the spring pulls the throttle open, the governor pushes it closed as needed to maintain desired RPM.
