Why do some guages,especially fuel level guages, fog up in a normal summer day ??

Moisture trapped inside.

Heat from the engine heating up the underside of the dash, or the electrical energy inside the gauge heating the gauge, and the water vapor condenses to the cooler underside of the glass.

Not much can be done once the water is inside. If you can protect the instruments from the weather and avoid wetting the dash when washing, they may eventually dry themselves out.
