Lawn mower RPM's

I have a walk behind lawn mower that my brother gave me. It has a Briggs 4 HP engine without a throttle adjustment that runs at high RPM's. Sounds like it is running faster than it should. Is there any way to back off the RPM's on these Briggs engines?
 
If it's an older one it probably should run at 3600, as mowers got bigger and there are more safety concerns they have been slowed down to 3,000 rpm.
 
Often there is a mount tab for the governor spring that can be adjusted to change the RPM. Some have a screw, some need to be bent, and some are fixed. Use a strobe tachometer to set the speed. 21 to 24 probably 3600. larger less. Jim
 
Depends on the model, some you bend a tab to adjust the governor spring tension. It's up by the carb, they were known for getting knocked out of adjustment by mowing under bushes.

Others had a screw adjustment, either way you will be dealing with how much tension is on the governor spring. more tension, higher RPM.

Be sure the throttle is free and able to move before making adjustments. Sometimes they get stuck if left outside, sometimes a stick or piece of bark will jam them.
 
The flexible throttle cable leading to the carburator. Loosen the clamping screw and move it forward or backward a bit to change the position of the wire within, thereby, the distance the throttle is opened.
