1972 Ford 2000 Diesel loss of power

My 1972 Ford 2000 Diesel tractor starts with no issues and the RPM will change when you move the throttle up and down after start up. But once you put in gear or engage the brush hog, the RPMs drop and there is no power and it does not respond to the throttle. It just started doing it recently.

Any suggestions on what to do? I just changed out the fuel filter and it did not help.
 
Check for fuel delivery from the tank outlet through to the injection pump. Restricted fuel flow is
the general cause of these type problems.
When is the last time you changed fuel filters?
 
check for slow fuel flow from tank... the screen inside the tank is probably crudded up. then check after the filter next... make sure fuel is returning to the tank via the hose just under the fuel cap.
