High idle adjust on Honda mower

The carb on my 4 cycle honda weedwacker had a problem. I went online and for $15 got a chineese aftermarket carb that wasn't california compliant. It had an adjust OEM didn't.

Is this a 4 stroke push mower?

If so it probably only has an idle mix adjust, or an idle speed screw, or neither.

There is a way to adjust the full governed speed, but that's best left alone unless there is good reason to go there, as in the engine has been apart or something happened to the original setting.

Common carb problem with those is lean surging from dried ethanol deposits in the main jet. The solution is to remove the jet, which I think is in the nut that holds the bowl on, but it can be up inside the stem above the bowl nut. It will need to be scraped out with a stiff wire, flushing with carb cleaner will not clean it! Be persistent, scrape and poke it as thoroughly as possible without actually enlarging it.
 
Probably due to wear or slippage in the throttle cable minimum setting. I'd start with that. My min t idle on my cub cadet is about 2/3 throttle but I rarely idle it anyway.
