With no front tow hoop it appears that they were intended to work independently as opposed to in pairs like most do.
 
When I was a kid, 10-12 years old, I got to watch some of those in action.

Not sure of the exact model but they were giant scrapers, some single, some tandem, something I had never seen before!

It was a huge project, building of a glory hole spillway at the nearby lake.

They worked for years, day and night on that project.

It was eventually abandoned, they could not get it done. Something about water kept coming in through the freshly piled dirt. They even brought in giant chiller units and tried freezing the water. Didn't work.

The mess is still there, a huge dirt appendage piled against the lake side of the dam, grown up in weeds and trees.

They eventually moved over and built a conventional gated spillway.
 
He looks to be pulling out onto the highway. Watching scrapers in action is a great experience. Double barreled Euclid being pushed by 2
D-9 cate with black smoke from all 4 stacks cutting a 4 inch thick slab of clay so stiff it never crumbled till pushed out as fill.

They do.
Here's a couple pictures of it in action a couple years ago. I believe it used to belong to Borneke Construction, and perhaps it still does.
