I need to remove the throttle lever device from the steering column so i can remove the dash metal to get to wiring i have removed the steering wheel already do i remove the small bolt under the lever and the sleeve should slide off?

There is a bolt that needs to be removed to slide that off. Also, it needs to be disconnected from the rod that goes under the gas
tank and to the governor/carb linkage. I want to say it was a pin with a cotter pin in it on my 1010. Might have been a ball and
socket.
