Hi, don't force the lever or you will shear off the roll pin in the engagement lever.
I assume it is a two stage clutch, half way down stops the transmission, all the way to foot rest stops PTO.

See photo below for clutch adjustment procedure.
If clutch adjustment is good then it could be the PTO clutch is stuck to the PTO pressure plate or the pressure plate fingers require adjustment.

Sounds like your tractor has the "constant running PTO" option, this used a "two stage clutch", when the clutch pedal is depressed halfway it disconnects the transmission from the engine (like a normal clutch), when depressed fully it is supposed to disconnect power to the PTO allowing the PTO lever to be engaged.

Then, as the pedal is released up to the half-way mark the PTO clutch will engage and power the PTO.

Your second-stage/PTO clutch plates may be rusted/stuck so they can't release, or damaged or the pressure plate itself may be out of adjustment.
