I can’t say, but would guess that it was likely municipal industrial versus a farm tractor.
 
Acetylene. They appear to be Jno. Brown model 19 brass headlamps which were originally used on 1911-'12 Model "T" Fords. They would originally be connected to a acetylene generator that used water dripping on a basket of carbide crystals to produce acetylene gas, or a small "Prestolite" pressurized tank.
 
Either an electrical wire, or the copper tubing/rubber hose that supplied the gas.

Electrical conversions of older obsolete gas lights were common.
 
The small portable acetylene rigs that plumbers and AC installers use, the acetylene tank is called an "M C" tank.

Supposedly because that size tank was used on the acetylene headlight for motor cycles!
