Case 222 Charging issue

Hello all, I am new to the form and seeking guidance to an issue I am having with a case 222 garden tractor that has been gifted to me. Mowing season is coming up and I intend to use the mover to cut my grass and pull a little 3x5 garden trailer. My issue is that the battery is not charging, my model number: 9649796. I have reviewed some wiring diagrams and everything seems ok minus the headlights not hooked up. are there any tests I can do before I begin to order random pieces? My model has the starter/generator combo and a charging light that I think functions appropriately (lights up if i turn the rpm extremely low, does NOT light up when I throttle it up.)

If the starter generator starts the engine the generator works. Start it up and set the throttle half way up then ground the F terminal on the starter Generator. That should make it charge. A screwdriver will do the job, just ground the terminal to the generator body. The voltage regulator grounds the field or F terminal to various degrees to make it charge more or less. Your screwdriver is just bypassing the regulator. Those systems cause problems and usually it is in the regulator.
 
Hello Fixerupper, I first checked the battery voltage, which was just the regular 12.7-13 volts then checked while running (throttle to mid/high) and it would mainly keep bouncing back to
around 12.7 but fluctuate all over the place, from 0v-13v. I then grounded the f terminal on the starter generator and got a similar fluctuation with most of it being up in the 16-17 volt
range. Do you have any recommendations for replacing/where to buy the voltage regulator? I see they go for about 30 bucks on amazon which is fine. Knowing this, should I still go for
the voltage regulator?
