The power was out when I woke up at 4 this morning. The Katolight generator was hooked on to the 1550, so I got it out and hooked up and running. Power came back on about 5:30 am. There are 3 lights on it that tell you when the pto speed is correct, red , green and red. Bottom red light is on when running until you get the right speed, then the green light comes on. If you speed it up too much, the top red light comes on. The top red light doesn’t come on anymore. What is this piece called and where can you get another one?

I don't have info on the exact part, but it is measuring frequency that is directly related to RPM. You can easily replace it with a direct reading electronic version like found here:

Yes they are cheap but I've used several of these and they seem to work fine.
 
That is your frequency indicater. Tells you when you are in the proper freq range.That part will be very hard to find. You would be better off doing as Doug said. Unless you can find an old Katolight dealer. Last I heard they were owned by a German firm.

To me Dougs idea is your best choice.
 
My kids got me a Fluke 117 and it has a frequency setting(I am too cheap to buy a Fluke). I see a guy on U-tube that has a meter that plugs into a 120 volt outlet that reads frequency. in the video he said it was inexpensive. I would get a VOM like the 117 that reads HZ and then you would have it for other things. That Fluke came as a set with the 323 clamp on amp meter, pretty handy for checking those barn circuits to make sure one is not grounded.
 
As others have said just get a frequency counter/volt meter. Originally bought one for my camper. Now I have 2, 1 one the tractor driven generator and one in the house so I can see if the generator speed is correct right from my easy chair. They are relieving inexpensive.
