An easy "work around" is to put a LITTLE dab of silicone sealer or gasket maker on the shaft, pop the rotor on and center it in it's "range of motion" and allow the silicone to cure overnight.

That will keep the rotor where it's supposed to be, yet the rotor and easily be removed latter, as needed, and the little dab of cured silicone rubber off.

I've done it many times over the years.

To get by I have used part of the flap of the box points come in to make a shim to hold the rotor as it need to be and worked for years. By the way I have been able to get them from O'Reilly's
