Bob, to me it looks like it might be a 70s or 80s model Allis. Does seem to be parked in the ..used up.. area. This is strictly what I surmise.

You get out west and they are all parked in a row out back like a junkyard. Can never tell if they are junk or not. Talked to a guy about one like that one time. Said his neighbor uses it every year.
