Looks like a home made crawler out of one of those old 2 cycle roto-tillers. I forgot the name of those tillers. Everything in the picture

I'd be worried that it would tip over backwards when I started out moving then have to chase it down to stop it.

I'm not one hundred percent sure but I think a front drive sprocket on the treads would tend to not flip it backwards - or at least it would be much more difficult.
