Could be the fan shaft gears or bearing.
How much play do you have moving the fan back and forth by hand?
 
That is a pretty involved process. Get a copy of the John Deere late B service manual it will be very
helpful. Has a lot of good pictures too. JD never made a service manual for the A.
 
Most likely the bevel gears are bad. The tricky part is adjusting the shims on the fan and governor shafts to the gears run right. Don't know if those gears are
available and if they are it's $$$$.

You said you have 3/4" travel on the fan shaft, is that when the shaft turns or tractor is off? I noticed on my B when running, the fan moves
forward a bit, it pulses forward. Everything fells tight in the governor. Just want to compare notes.
