How come the European tractors have their headlights down low on the grille compared to the US. counter parts? I'm thinking because they are used on the road so much more and they won't shine as much in the oncoming traffic. Would that be right? Or is there another reason?

Probably so they can sell more replacement lights when they get busted out. On this side of the pond folks would be moving them out of harms way.

I believe you are correct. In the late 60s, early 70s, the Ford 5000s we imported from GB, had turn signals, and an actual hand brake, and a lot of the used Majors still had license plates on them.
